The TDP laid out for <br /> increasing <br /> a <br /> program <br /> the <br /> level <br /> of <br /> sar%dca as well as detailing the org~u]izati0n of a county transportation program. <br /> Included in this plan ~s a four year operating and administrative funding plan which <br /> was based on current acti~ties being reasonably forecasted. The TDP also included <br /> in its implemenlation plan the creation and the strong use of a Board of Directors <br /> which would'relieve the Board of Conuulissioners of the responsibility of overseeing <br /> l~he program. Such a board was to set specific goals and objectives, examine <br /> privatization of the services, review the effectiveness of the Program, conduct <br /> annual reviews and update the TDP as necessary. <br /> <br /> In review of the past year, several of the plan's points have been initiated but <br /> many have yet to begin. On December 19, 1990, the County Manager conducted a <br /> meeting to d~scuss a major federal welfare reform program, known and JOBS, and <br />impact on the ex~sting TDP. Th~s program will begin being implemented nation~de <br />on July 1, 1991. In Cabarrus County the progrmm mandates a conversion of <br />'approximately 350 persons out of Aid to Families %~th Dependent Children and into <br />an econor~ic self-support prog_ram, i.e. JOBS. One m~or element of the JOBS <br />program involves tran sport ation. This will mean ~-u increase of transportation trips <br />Ko be provided by the County of at least 250 by December 31, 1991. The program <br />beg[ns on July 1, 1991 and we need to be ready. Under the current transportation <br />plan we are not ready. The current transportat,~on services provided by the County <br />are running at or near capacity, and the impact om these existing services by the <br />JOBS program was not an~ctpated when the current TDP was developed and <br />adopted. <br /> <br /> So that the County can prepar~ itself for the Impact of the JOBS program~ I <br />w~ ddrected to explore and recoramend a solution to the situation. <br /> I <br /> have <br /> been <br /> <br /> Planning and Zoning Department <br /> P.O.
