27 UNION STREE'T, NORTH
CONCORD. NORTH CAROLINA 28025 JAN 2

OFFICEOFTHEDIR£CTOE

Date: January 24, lggl
Te: Diane SeafDrd, County Budget Officer
From: Tam Dillard, Library Director
Subject: Amendment of igg0-gl Library Budget to include
LSCA revenue funds currently not budgeted

This is to advise yDU that I have requested a pertiDn of the
LSCA (Library Services and Construction Act) Federal grant for
lggO-gl received by the City of CDncDrd be transferred to
Cabarrus County for library related equipment purchases. LSCA
guidelines are specific in hew grant funds may be appropriated
and are, consequently, limited as to use.

The amount that will be transferred is $ 4~&~5.00. Specific
expenditures will be for a new generator far the Cabarrus County
Bookmobile at an appreximate cost Df $ 5,200.00 and a facsimile
machine fDr the Kannapolis Library at an approximate ~ost of
$ 1~65.00.

The present generat~r on the bDokmobile has exceeded its
anticipated service life by several months and we are currently
experiencing sporadic if minor prob]ems with it. With the
approach of warmer weather, it is likely that the present unit
will fail under the increased load demands created by the need
far air 6onditioning. I am recommending that it be replaced as
soon as possible and that we take advantage of the LSCA Grant to
do so.

The facsimile machine w~l] enhance significantly our ability
to transfer information, especially patron specific reference
information, between the two libraries. It will eliminate in
need for redundant purchasing of reference
some
cases!
a
materials by both libraries, and it will also eliminate a wait by
patrons of one to two days before reference information can be
moved between the two libraries. In examining the current
Library budget~ adequate funds are available to cover the
~nstallation and funding Df the line for this machine through the
remainder of the fiscal year.

LSCA funds which are nDt spent in the fiscal year granted
must be returned to the U.S. Government. Should the cost of
these items be less than anticipated, ! will request that any
