NURS~N~ NOHE CoHNUN~TY ADVISORY COHHITTEE DOH~C~R.Y HOHE ~TY ~V~ORY CO~ITTBE VO~EER ~OB DESCRI~ION The Nursing Home Co.unity Adviso~ co~ittee (~CAC) and the Domiciliary Home Co~unity Advisory Co~ittee (DHCAC) se~e the residents of long care facilities within the county. Theco~ittees have legislative authority to monitor the Residents' Bill of Rights, promote co.unity involvement in the homes, provide public education on long te~ care issues, and assist residents in grievance resolution. (G.S. 131 D-31, G.S. 131 E-128) ~CAC me~ers are re~ired to visit all nursing homes once a ~arter as a co~ittee and are to visit individually as often as possible. DHCAC me~ers are to visit ~omes for the Aged ~arterly, Family Care Home annually, and Homes for Developmentally Disabled Adults annually as a co~ittee with individual visits being carried out as often as possible. Business meetings are held on a ~arterly basis. Orientation and training will be provided by the North Carolina Division of Aging through the Regional O~udsman Program. co~ittee activities will involve at lest eight hours a month. As part of their initial training, co~ittee me. ers are re~ired to make orientatio~ visit i~ to each type of facility they ~e~e and to attend an orientation session conducted by the Regional O~udsman. Me~ers of these co~ittees must reside within the county that the co~ittee se~es. They should be willing to attend training sessions and be able to effectively co~unicate with the residents and facility staff. Ail co~ittee me~ers are appointed by ~e County Co~fssioners. One-third are to be nominated by facility a~inistrators. All appointees shall se~e an initial one year te~ and then may be reappointed to a subse~ent te~ of two or three years for DHCAC and three years for NHCAC~s. The legislation re~ires .that "no person or i~ediate family me.er of a person with a financial interest in a home se~ed by the co~ittee, or employee or ggve~ing board me~er of a home se~ed by the co~ittee, or i~ediate family me. er of a resident in a home se~ed by the co~ittee may be a m~er of that co~ittee". I~ediat~ family is defined as mother, father, sister, brother, child, grandmother and grandfather as well as in laws. Volunteers se~ing on thtse co~ittees are the link between the facilities and the co.unity. Their work will ultimately result in improving the ~ality of life for home residents. They have the opportunity to meet a wide. variety of people as they car~ out co~ittee responsibilities.
