· m MEMORANDUM <br /> <br /> m TO: Henry F. Waldroup, Utility Director <br /> FROM: Phillip L. Kings)and, Eng. Technician <br /> <br /> m DATE: January ~3~ 19~1 <br /> SUBT: Midland Area Water Extension <br /> ! <br /> A field study of the Troutman Road, Jim Sossoman Road, and Eal Best <br /> Road wag conducted on May 13, 1990. The findings were sent to Mr. <br /> m Ruffin in memo form on May 14, 1990. <br /> The Utility Department representatives met ~ith the community on June <br /> m 4~ 1990 at 7 pm. The meeting Has held at the Midland Volunteer Fire <br /> Department and was attended by many of the previous commissioner~ as <br /> well as the ne~ commissioners. A cost estimate done by our department <br /> <br /> i ~as presented at this meeting to the community. (see attached) <br /> After this first meeting ~t ~as apparent that a larger area than ~hat <br /> was origina)ly studied ~as desired to be served. Thus a second field <br /> m study ~as conducted. I ~as also instructed to prepare a map of the <br /> roads in question. This map ~as prepared on June ~&, <br /> <br /> m A second meeting was held in September, 19~0 at the Governmental <br /> Center. Mr. Ruffin and Commissioner Simmons were in attendance. Mr. <br /> Simmons discussed the possibility of setting up a tax district in order <br /> <br /> m for the community to pay for the cost of these extensions. I ~as <br /> instructed to gather information concerning possible fire insurance <br /> rate changes that could occur due to these extensions. It <br /> determined that another community meeting ~as desired and so it ~a~ <br /> m scheduled two week~ later. <br /> This meeting ~as held at the Mesonic Lodge in Midland. Mr. Ruff in and <br /> m Mr. Simmons again were in attendance and condu=ted the meeting. The <br /> · tre insurance rate changes information was presented to the c~mmun~ty <br /> during this meeting. (see attached) Mr. S~mm~ns presented t~ the <br /> <br /> m people the concept of setting up a tax district. After much <br /> discussion, the people voted t~ have the c~mmisstoners request that <br /> Fletcher prepare a document to establish the district. <br /> <br />m This is the information that ] am privy to regardlng this extens~on. <br /> I belteve f~r a tax district t~ be establ~shed~ a more deftned <br /> b~undary fs needed.
