Obedience to this ordinance l~ chargeable to the ~erson actually operating or in control of the vehicle at the time it is parked on the courthouse Lot;.providedthat proof of ownership of any vehicle found parked in violation of this ordinance shall he prima facie evidence t~at said~ owner parked said.vehlcle. B. The Sheriff of Caharrus County, or any of his deputies, or any County employee authorized by=.the County Manager, shall cause to be attached to'any vehicle parked in violation %f the provisions of this Ordinance a notice to the owner or operator thereof to report to the Sheriff's Department in regard to such violation. ' C. Each such owner or operator may, within twenty-four (24) hot[rs of the time when such notice was attached to such vehicle, submit to the vlolation and pay, as a penalty in full satisfaction of such violation, the sum of Five Dollars ($5.00). The failure of such o%~er or operator to make such payment of said amount, twenty-four (24) hours shall render such owner or the operator subject to punishment for a misdemeanor as hereinafter provided.~ D. The violation of any of the provisions of this ordinance shall be a misdemeanor and punishable by fine not to exceed Fifty Dollars ($~0.00) or i~prisonmeot not to exceed thirty (30) days, or. by both such fine and imprisonment in the discretion of the Court. E. any vehicle'parked in violation of this ordinance may be removed from the property By Cabarrus County or any agent of Cabarrus County to a storage area or garage. If a vehicle is so removed, the owner~ as a condition of regaining po~session of said {- vehicle, shall be required to pay to Cabarrus County all reasonable I { costs incidental to the removal and storage of the vehicle.
