RE ZONING REQUEST
Petition ~9]-02, Robert F. & Avie McCoy
S~aff ~nalvsis

The r~zon~ roquost under cons~dora~on wo~d r~lass~ a h~f acre lot from
a eommorcl~ xon~ district, speeffic~ C-l, to th~ li~htor of C~arrU~' ~o
~dus~l~ ~on~, I-1. C-1 ~ th~ least h~t~n~e of the commerci~ zon~ d~ic~,
primar~ func~on Bo~ "noi~hBorh~ serv~" x~th an omphas~s on ~o provision
of convert,once ~ds. Th~ parc~ ~n qu~s~on is located with~ tho ~mediat~ ~c~W
of Midland's origin~ downto%.;n business dis~ict, an area ~lat has seen an Emost
tot~ c~ssa~on of reta~/commerci~ ac~vi~ beg~nhlg ~ the 1950's. Interes~ngly
enough, ~e area's dec~%e is interpreted no~ via changing market iorces or other
liter~ events. Instead, busiuesses ~at were heE~y and robust ceased to be as a
result of bo~ re~&ment and dea~. APpar~n~y, a interest .
lack
of
downtown
In genera, th~ ~ea which once boasted a r~ depot, a post o~ice, drug store,
gr~ery store and res~urant, has now been largely deserted, what remains are a
prosperin~ feed and seed m~, a hosi~ m~, a m~ turned w~ehouse, a ~gh~
cons~uc~on office wi~ some storage and a neglig~le amount of residen~al. The
qener~ tenor of ~e ~ea has sh~ed from commerci~/ret~ to
indus~ial/warehousing. A fu~her compHca~g factor atwork ~ the ex~eme sm~
s~e of su~ounding p~cels, the high degree of ~sentee o~%ership ~d the plur~
of ownership.

The spec~c land use ~out the lot ~ ques~on ~ as fo~ows: To the nor~, a
vacant lot; to the east, a vacant and condemned residen~ bu~ding; to ~e south,
a residen~ s~ucture; and, to ~e west, bo~ a vacant lot and a lot with a storage
bufld~. The parcel ~ ques~on has been owned by ~e pe~5oners, Robe~ an~ Avie
McCoy for twen~ ye~s. When acqu~ed by ~e lgcCoys, ~a lot housed a
deteriorated cotton gin which ~ey demobbed. The convenience store s~]ebufld~g
found upon it today was built appro~ately f~teen ye~s ago ~d has been rented
to a successio~ of indiv/du~s for use as such. The store has now been vacant for
uearly ~o ye~s and is, as in ~e case of many vacant bu~dings, increasingly the
t~pet of vand~s. Accord~g t0 ~e owner, ~ere appears 5~e interest in u~ing
the buffing as a convenience store. As ~uded to ~ove] recency, one of the ~ea's
~.;o m~s ceased ac[ire opera,on even fu~her d~in~hing the numbers of persons
~kely to use a convenience store.

While th~ ~ea does appe~ as low density residen~ ~ the Count's La,id
Development Guide of 1988, it is adjace~%t to the l~gest lndus~i~y aoned land
in ~e southern pox~on of ~e Count. As to state, feder~ or ]~ plans for ~e
area, ~ere are two proposes which could have dr~a~c effect on the ~ea. One
~e planned widen~g of Highway 24/2~ bY the s~te of No~h C~oHna's Dep~lent
of Tr~spo~on. The widen~g of ~e road from ~o l~es to a major a~e~ wi~
mul~ple ]~es ~ sched~ed for 1993. TyPic~y, road ~provements of ~is nature are
seen a~ conducive to economic development. The o~er Pr0pos~,' of a much more
~en~ve nature, is found %-dth~ the C~arrus Coun~ U~i~es Depa~ent's Capit~
Improvement Pr~ram (CIP}. The CIP project ~ ques~on ~ known as "S8", the
Muddy Creek/r~ky River Interceptor ~d Wastewater Trea~ent Plant. At
$4,215,000, this Is ~e most cos~y of the Depafh.ellt's proposes. It would be ~e
