STAFF ANALYSIS PETITION 91-05 <br /> <br />The petitioner is requesting a change in zoning from the curreut residential R-9 <br />zoning to light industrial I-1 zoning. There are a number of issues related to this <br />request, but this analysis will concentrate on the appropristeness of the existing and <br />requested zoning, and plan recommendations for the area. <br /> <br />The most basic ques~on is whether the current R-9 zolling is appropriate for this <br />property and the area. This district allows single-family resideutial development on <br />lots with a minimum size of 9,000 square feet, and duplex residential on lots of at <br />least 13,500 square feet. The Snrrounding land uses are residential to the north, <br />west, and east and vacant directly south. The lot sizes vary greatly, but generally <br />are a half acre to an acre in size. There is a mobile home park in close prox~uit~ and <br />scattered mobile home residential on the north side. These land uses, combinedwith <br />the availability of public sewer, ir~dicate that the R-9 zoning is appropriate. <br /> <br />There is very little to suggest, however, that the requested I-1 zoning is <br />appropriate for the area. The availability of sewer service is the only factor that <br />supports this request. The surroundingresidentialland uses, poor transportation <br />facilities, and extensive flood plain on the property are all incompatible with <br />industrial zoning~ In addition the rezonin~ of a parcel completely surrounding two <br />residential units that are both zoned R-9, would be contrary to good zoning practice <br />and ~heory. <br /> <br />This property is included in the area of the recentiy adopted Northwestern Small <br />Area Plau. The recentmended future land use for this eutira area, as shown in the <br />doc~tment, Is for medium resideutial development. This recommendation is consistent <br />with the current zoning. <br /> <br />The Staff recommends that this petition be denied. <br /> <br /> <br />
