Second Edit~oR regarding voting <br /> requirements. In further evaluating the issue, it is clear that <br /> I section 8.4-2 must be amended to comply with North Carolina General <br /> statutes 153A-345. I would suggest the phrase, "present for the <br /> hearing" be deleted. <br /> <br /> I The significance of such a change is that we should now <br /> strongly cons/der the use of alternate members. While not mandated <br /> and.not used in all communities, it appears as though we should <br /> Ihave three alternate members. Otherwise, variances, conditional <br /> uses, appeals, and changes in non-conforming uses could not he <br /> approved if more than one person was absent or had a conflict of <br /> I interest situation. Thus, ! am recommending the following <br /> paragraph be added to section 8.1: <br /> <br /> The Board of Commissioners shell also appoint <br /> ~ three (3) alternate members to the <br /> serve <br /> on <br /> Cabarrus County Planning and Zoning Commission <br /> in the absence, for any cause, of any regular <br /> I member if a board of adjustment duty is to be <br /> exercised at the Upcoming regular or special <br /> meeting, such alternate members shall be <br /> <br /> iappointed for ~ year terms and shall have and <br /> exercise all the powers and duties of a <br /> regular member when serving iR his or her <br /> absence.
