Box 707 <br /> Concord, North Carolina 28026-0707 <br /> <br /> Dear Mr. Ruffin: <br /> <br /> This is a follow up to a Community Assistance Visit (CAV) <br /> conducted with Cabarrus County on January 16-17, 1991. Brad Loaf <br /> and Steve Randolph of this office conducted the meeting. Michael <br /> Downs represented the County. The CAV consisted of a review of <br /> development procedures, ordinance administration and actual <br /> permits issued in the floodplain areas as delineated on the Flood <br /> Insurance Rate Maps. Btaff members also verified actual <br /> floodplain development. <br /> <br /> We are pleased to report that Cabarrus County is adhering to its <br /> commitment as a participant in the National Flood Insurance <br /> Program (NFIP). Nearly all structures built on lots or parcels <br /> in the flood hazard areas have been placed outside the boundaries <br /> of the 100 year flood elevation. In addition, the County has <br /> established proper procedures to assure that actual as-built <br /> lowest floor elevations are certified. The use of the FEMA <br /> required part of the Community Rating <br /> Elevation <br /> Certificate <br /> as <br /> system for which Cabarrus County has made application, will <br /> standardize this procedure. <br /> <br /> One minor change in permitting procedures is requesfed. Cabarrus <br /> County would do well to color code or mark its development <br /> permits if they are located in the special flood hazard areas. <br /> This would alleviate the need to review all permits issued during <br /> a given time period to locate those issned in the floodplain. <br /> <br /> We appreciate the assistance of staff in the Planning and <br /> your <br /> Development Department.
