Hike Ruffin, County Hsnager
Page -4-

multitude of useless bureaucratic paperwork requirements which have been built into
recent months is ~aking compliance especially difficult.

As yet, we have not recaivcd notification of ~'hen we will be monitored again.
l~nen we are monitored, if we score in Category III, and if we get our score more than
30 days prior to the County's setting its budget for 91-92, our fiscal sanction would
be due in January 1991. (If less than 30 days befores the sanction would be due in
January 1993.) Cabarrus County's sanction could be approximately $42,000.

Conclusion
We are doing everything humanly possible to meet these requirements and to
avoid this sanction. ~e are working through our association committees for
simplification of policy and paperwork requirements. The Commissioners Association
and the Social Services Directors Association have been working with State staff on
strategies for seeking relief from the existin~ court orders.

We feel it is important the Board of Co~issioners be aware of this problem~
promote efforts toward simplification of public assistance requirements and toward
relief from the cour~ orders and make preparations for a sanction payment should
that be requested.
