The enclosure shall be vell drained and constructed to prevent the entrance of surface and rain vater, insects and rodents, and to protect the veil-head equipment against freezing. The ~ell shall have a concrete slab vith a thickness of at least four ' inches and eitending a minimum of 2 feet outvard from the outer veil casing. (5) Every yell shall be equipped by the person completing the veil-head v/th a usable access port.
