Jim Allison
Pitts Volunteer Fire Department
6506 Weldon Circle
Concord, North Carolina 28025 '
May 2, 1991

Mr. Bill Simmons, Chairman
Cabarrus County Board of Commissioners
Post Office Box 707
Concord, North Carolina 28025

Dear Chairman Simmons,

The directors of the Pitts Volunteer Fire D~partment, Inc.
have come to a tentative agreement with representatives of the
City of Concord and Cabarrus County to present to your board a
proposal for the dissolution of the Pitts Volunteer Fire
Department, Inc. and a distribution of the assets of the
corporation.

We have always taken pride in the fact that
our
organization
provides a needed service for our community. We have served as a
fire protection organization, but we feel we have served a much
larger role than that for our area of the county. For that
reason we are saddened at the prospect that our fire department,
as it is currently organized, will no longer be a part of our
community.

However, even in dissolving, we want to do all we can to
help our community meet its future needs. For that reason, we
propose the following terms of an agreement to help provide
continued fire service, along with expanded emergency medical
service and police protection to our community.

As you know, Concord has exercised its statutory rights
under the law to annex additional areas of our community into the
city limits. Some of the additional annexed areas are in the
portion of the County presently within the boundaries of the
Pitts VFD fire tax district. The County currently contracts with
Pitts VFD for fire service throughout the Pitts VFD fire
district, and for that service a fire service tax has been levied
upon the Pitts VFD fire district.

Because of the annexations, the area and tax base within the
Pitts VFD fire district will decrease to a point where continuing
the fire service of the Pitts VFD will soon become impracticable.
The County has a need for a location for an emergency services
facility, and Concord has a need for a location for fire
a
station to serve the incorporated areas of the community.
