Unless otherwise provided by law, any appeal from an <br /> <br /> order, decision, or determination of a member of the Inspection <br /> Department pertaining to the State Building Code or any other <br /> state building law shall be taken to the Commissioner of In- <br /> surance or other official specified in N.C.G.S. § 143-139, by <br /> filing a written notice with him and with the InSpection Depart- <br /> merit within 10 days after the day of the order, decision, or <br /> determination. Further appeals may be taken to the State Build- <br /> lng Code Council or to the courts as Provided by law. <br /> <br /> 3. This ordinance shall apply to all situations where a <br /> <br /> property owner desires to do remodeling or repair work on his own <br /> personal residence. This ordinance is designed to protect the <br /> public and the property owner from faulty workmanship and mis- <br /> takes. <br /> <br /> 4. Whenever any person who is not a licensed contractor <br /> <br />applies for a permit for any-~lumbing;-electrical, heating,-or <br />cooling work on his own personal residence, the applicant shall <br />be given a test by a tester designated by the Inspection Depart- <br />men~ The test may be written or oral at the discretion of the <br />tester. A person may take the test more than one time.
