i <br /> A~AC}{MENT 1 <br /> <br /> Proposed Surface Water Supply Classifications <br />! <br /> Revised classifications for all of ~orth Carolina's surface <br />I water supplies must be adopted by the Environmental Management <br /> commission (EMC) by January 1, 1992 in order to meet the second <br /> statutory deadline mandated by the Water Supply Watershed <br />i Protection Act (G.S. 214.5 or ~ouse Bill 156). Each water supply <br /> is being proposed to be classified at the highest level for which <br /> it qualifies. <br /> <br />I The proposed classifications are based on existing land use <br /> data supplied by local governments and on State records <br /> pertaining to wastewater discharges within the watershed. A <br />I questionnaire was sent to each affected local government <br /> requesting information on existing land uses within their <br /> jurisdiction. The questionnaires wore sent along with specific <br />I instructions for providing explicit information on existing <br /> development, including lands that had been platted or zoned. As <br /> specified in rule 15A NCAC 2B .0104(e), lands that had been <br /> platted or zoned prior to January 1, 1991 would be considered <br />I existing land uses for the purpose of determining the appropriate <br /> classification for each water supply. <br /> <br />I The information that has been provided in response to the <br /> questionnaires, in general, has not been explicit regarding <br /> platted and zoned lands. Therefore, the proposed classifications <br />i have been based upon the best available information and, in some <br /> instances, represent the best professional judgement of the Water <br /> Quality Section staff. Corrections, updates and con=nents <br /> regarding the proposed reclassifications may be directed to the <br />I Division throughout the public hearing process which is to <br /> commence on August 14. In order to document that a classification <br /> other than the one proposed is more appropriate, supporting <br />I documentation, including additional specific information on <br /> platted and zoned lands and existing land uses, should be <br /> provided during the public hearing process. The EMC is expected <br />i to make a final decision in December 1991 regarding the <br /> appropriate classification for each surface water supply. <br /> <br /> The list of proposed surface water supply watershed <br />I classifications is as follows: <br /> <br /> <br />
