i A~AC}{MENT 1 Proposed Surface Water Supply Classifications ! Revised classifications for all of ~orth Carolina's surface I water supplies must be adopted by the Environmental Management commission (EMC) by January 1, 1992 in order to meet the second statutory deadline mandated by the Water Supply Watershed i Protection Act (G.S. 214.5 or ~ouse Bill 156). Each water supply is being proposed to be classified at the highest level for which it qualifies. I The proposed classifications are based on existing land use data supplied by local governments and on State records pertaining to wastewater discharges within the watershed. A I questionnaire was sent to each affected local government requesting information on existing land uses within their jurisdiction. The questionnaires wore sent along with specific I instructions for providing explicit information on existing development, including lands that had been platted or zoned. As specified in rule 15A NCAC 2B .0104(e), lands that had been platted or zoned prior to January 1, 1991 would be considered I existing land uses for the purpose of determining the appropriate classification for each water supply. I The information that has been provided in response to the questionnaires, in general, has not been explicit regarding platted and zoned lands. Therefore, the proposed classifications i have been based upon the best available information and, in some instances, represent the best professional judgement of the Water Quality Section staff. Corrections, updates and con=nents regarding the proposed reclassifications may be directed to the I Division throughout the public hearing process which is to commence on August 14. In order to document that a classification other than the one proposed is more appropriate, supporting I documentation, including additional specific information on platted and zoned lands and existing land uses, should be provided during the public hearing process. The EMC is expected i to make a final decision in December 1991 regarding the appropriate classification for each surface water supply.
