The director or his designate is to <br />participate as a member of the team. The team is to include representatives from <br />other human service and law enforcement agencies engaged in provision of services to <br /> and their families and of individuels representing the community. <br />children <br />Representatives to be invited by the director of social services to participate are <br />to include but not be limited to the following: local law enforcement, District <br />Attorney's office, the medical profession, local co--unity action agency, school <br />personnel, and county social services board member. The board of commissioners, at <br />its option, may designate up to five representatives of agencies or the co--unity at <br />large to be invited by the director of social services. <br /> <br /> RECO}~E~DATIONS <br /> <br /> ~e have had in Cabarrus County for several years a group which has undertaken <br />functions closely related to those which will be expected of the community child <br />protection team and whose membership is congruent with that ~hich ~ill be needed for <br />the child protection team. <br /> <br /> In 1985, Governor Hartin established the Governor's Commission on Child <br />Victimization. One of the key recommendations to come <br /> out <br /> of <br /> the <br /> Commission's <br />was for the formation of "Judicial district coordinating councils" to enhance the <br />coordination and support the development of services especially for children who are <br />victims of abuse or neglect. The Department of Social Services spearheaded the <br />development of such a council in Cabarrus County in Hatch 1987. Named the Child <br />Victimization Council, this group has had broad involvement of cu~dnity agencies and <br />has met regularly since that time. A description of the Council, its membership and <br />its activities is attached. <br /> <br /> The formation of a second group to serve as the community child protection team <br /> the effort of the existing Child Victimization Council. A new and <br /> duplicate <br />separate group would also not take advantage of the considerable experience background <br />and knowledge possessed by the Child Victimization Council. Finally, there has been <br />over time a relatively high level of co~mitment o£ agencies and individuals to the <br />Council. <br /> <br /> With these facts about the Council in mind and in consideration of the specific <br />requirements which have come with the Governor*s Executive Order, the Department, <br />with the concurrence of the Social Services Eoard, has the following reco~endstions: <br /> <br /> 1. That the Board of Co~issioners designate the Child Victimization Council as <br /> the community child protection team. <br /> <br /> 2. That the Board of Comissioners, rather than appointing a chairperson at <br /> this point, permit this responsibility to be carried initially by me as <br /> Director of Social Services as provided by the Executive Order. <br /> <br /> initial of about 90 days the Child Victimizction <br /> 3. <br /> That <br /> during <br /> period <br /> Council organize and develop procedures required for it (or a designated <br /> sub-co~ittee of itself) to serve in the capacity of community child <br /> protection team. <br /> <br /> <br />
