April 8, 1991 <br /> <br /> MINUTES <br /> <br />WELCOME AND CALL TO ORDER: Jim Cook, Director of the Department <br />of Social Services and designated coordinator called the meeting to <br />order. Those present included: <br /> <br /> Jan Odell Dr. Fred Pilkington <br /> Rod Duncan Dr. Bob Lorish <br /> .Betty Jewell Jim Cook <br /> - <br /> Vernice Morgan Mike Ruffin <br /> The Very Reverend Bob Sessum Angela Ferguson <br /> Dr. David Lockhart Dr. Herb Smith <br /> Gall Linker <br /> <br />Jim Cook introduced County Manager, who the <br /> Mike <br /> Ruff in <br /> reviewed <br />charge to the committge from the Board of Commissioners. Mike <br />Ruffin stated the task of the committee was to examine the current <br />human services system and to make recommendations on future capital <br />needs. Me suggested to the committee the possibility of examining <br />the co-location of services, if the committee felt this was a <br />plausible solution. ' <br /> <br />Mr. Ruffin also stated that currently the County spends <br />approximately 80% of the total County budget on human service <br /> He concluded by encouraging the committee to look at <br />expenditures. <br />all possibilities with merit. An open discussion followed. <br /> <br />From the discussion came several significant questions/concerns: <br /> <br /> - A request was made for a mandatory human service listing <br /> <br /> - A request was made regarding definitions of service levels <br /> and target populations. <br /> <br /> -Examine possibility of a centralized human service intake <br /> process to avoid duplicative paperwork. <br /> <br /> -Develop a 5-10-20 year plan to have future vision of human <br /> service programs. <br /> <br /> Examine Volunteer Agencies and relationship to human service <br /> agencies. <br /> <br /> <br />
