State Budget Update <br /> <br /> House and Senate Budget leaders, meeting this weekend, were unable <br /> to reach agreement on a budget-revenue package for 1991-93. I~ith <br /> each passing ddy, the impact of the delay on local governments is <br /> intensified. <br /> <br /> We continue to stronolv SUn_Port the HoDs9 nositiD/t providing for a <br /> one-half cent local option sales tax in addition to the one-half <br /> cent state sales tax. The Senate's alternative that local <br /> governments receive half of a statewide one cent sales tax but <br /> subject to a 1.5% growth limit and subject to total elimination <br /> after two years - has not changed. <br /> <br /> We uroe local officials to contact members of both the Hous~ and <br /> Senate. reinforc!n~ suooort for the House position and uroina <br /> Senators to contact conferees an~.gommunlcatn nreference for the <br /> local option sales tax. In addition, the sensitivity of the time <br /> factor should be emohasized. <br /> <br /> Those considering adoption of Interim Budget Ordinances should be <br /> aware of a memorandum made available by the State and Local <br /> Government Finance Division and the Local Government Commission. <br /> The May 31 memo is available through the LGC or through our office. <br /> Call Lee Carter at the Local Government Commission [919) 733-3064, <br /> or our staff to obtain a copy of this guidance information. <br /> <br /> THE CRITICAL NATURE OF THE TIME ELEMENT CANNOT BE OVER-EMPHASIZED. <br /> FOR EXAMPLE, IF IMPLEMENTATION OF THE LOCAL OPTION SALES TAX IS <br /> DELAYED BY ONE MONT~ - FROM JULY ~ TO AUGUST 1 - COUNTIES COULD <br /> RECEIVE 38% LESS iN TERMS OF ACTUAL CASH FLOW DURING ~991-92 THAN <br /> THEY WERE SCHEDULED TO RECEIVE IN REIMBURSEMENTS IN 1990-91. <br /> LEGISLATORS MAY NOT BE AWARE OF THE EFFECT OF A <br /> DELAY <br /> iN <br /> ACTION. <br /> CONTACT YOUR HOUSE AND SENATE MEMBERS IMMEDIATELY.
