Box 707 <br /> Concord~ .NC 28026-0?0? <br /> <br /> I Dear Sir: <br /> A building survey was conducted at the request of Mr. Charlie Presley on June <br /> I 25, 1991. The buildings surveyed are located from 70 to 80 Union Street, <br /> South in Concord. During this survey it was noted that the upper floors of <br /> these buildings are is a state of disrepair, while recent additions do~stairs <br /> I conceal the actual' structural conditions. Cosmetic repair of buildings ~'hile <br /> enhancing the appearance only hide potential structural proble~ns and <br /> conditions, Condilions of structural cOuluonents will directly effect fire <br /> i behavior in a building. Holes in walls, ceiling, and floors allow fires to <br /> spread vertically and horizontallyi open, unprolected stair wells create <br /> chhmey effects and can cause loss of means of egress, in a fire. Rotten <br /> wooden structural cou~oonents burn more readily and can cause collapse from <br /> i water weight from fire suppression operations. It is also iul~ortant 1o note <br /> the usage of asbestos as an insulator of heating pipes during the era in which <br /> these buildings were constructed. <br />I As a result of this survey the following is recou~ended: <br /> <br /> i 1) Consultation of a structural engineer to determine <br /> the structural integrity of these buildings; <br /> 2) Contact the Cabarrus County Building inspection <br /> department for inspections in relationship to their <br /> I various fields of expertise, for example the electrical <br /> inspector should be contacted to determine conditions <br /> of wiring of the properties in question; <br /> I 3) Contact Mr, William Morrison, Code P. nforcement Officer, for the <br /> Con~ord Planning Department; <br /> 4) Fire code requirements are concerned with the usage <br /> of a building based upon the occupancy classification. <br /> I Therefore it is recomuended that the <br /> planned <br /> of the buildings in question be determined in order <br /> to ascertain if that usage would constitute a change <br /> I of occupancy. This will have a direction relationship <br /> to the fire and building code requirements. <br /> <br />I We appreciate Four concern ~ith determining the proper safety requirements for <br /> theses buildings.
