Byrd, Planning and <br /> Zoning Department <br /> <br />DATE: July 17, 1991 <br /> <br />SUBJECT: TDP Update/Recommended Actions <br /> <br />On January 21, 1991, the Cabarrus County Board of Commissioners <br />called for an update of the County's Transportation Development <br />Plan (TDP)and authorized the hiring of Ecosometrics Incorporated to <br />serve as consultant. As background, the TDP update was being done <br />because the Department of Social Services JOBS program was going to <br />dramatically impact the need for public transportation. The <br />revised TDP establishes how to meet that growing need, and when <br />approved by NCDOT, allows the County to receive grant monies to <br />purchase vehicles, and to help offset transportation costs. The <br />current TDP falls short of addressing the public transportation <br />impact. <br /> <br />In reviewing the existing system and the existing need, Chapter 4 <br />concludes by stating: <br /> <br /> "The combination of a lack of capacity for additional <br /> trips for groups already receiving service, a reluctance <br /> by agencies to coordinate with the existing Department of <br /> Aging program, and the need for a major, near-term <br /> expansion to serve the JOBS program all suggest that the <br /> County should consider alternatives that would create a <br /> larger, independent transportation system. Such a system <br /> would need to be able to meet the needs of all the <br /> various County programs, serve as a focal point for <br /> coordination efforts, and be sufficiently independent <br /> from existing human service agencies that each agency or <br /> client group could feel that its clients were receiving <br /> equal treatment.
