Grassroots Arts Program <br /> Subgrantee Application <br /> Form <br /> <br /> 4. Internal Operations Please describe briefly the major goals of your organization and the overall strategy <br /> for implementing those goals. Summal'ize ~'our organhation's planning process, <br /> how your raga nizetioo works lo develop the arls in your county, how your <br /> organization evaluates its programs and/or services, and your organhadon's <br /> policies and procedures for ensuring fiscal control and accoumabil[ty. <br /> <br /> The Cabarrus County Parks and Recreation Department is dedicated to meeting the various <br /> leisure needs of the citizens cf Cabarrus County. The department strives to meet these needs <br /> in two major areas: facilities and programs. Facilities are developed both by the county <br /> and with other co--unity organizations, thrcugh'a matching grants program. Programs are <br /> developed to meet the needs that are not being served by ether local agencies, public or <br /> private. Needs are identified through contact with various individuals and groups in the <br /> con, unity, surveys, and recent trends within the leisure service field itself. The <br /> department has attempted to develop a well-balanced arts program fc~ citizens ef all ages <br /> with both visual and performing arts. The staff of the department, along ~.ith vzrirus <br /> part-time staff, volunteers, and participants, neet to evaluate and upgrade these services. <br /> Al! Cabarrus County agencies are §c~,erned by the local government fiscal control act. <br /> <br /> 5. Community Involvement Please describe your organization's efforts to actively involve traditlonill¥ <br /> underserved audiences (racial and ethnic minorities, senior citizens, d}sabled <br /> persons, institutionalized persons, economically disadvantaged persons and <br /> geographically isolated persons) in the following a~eas: board and staff <br /> development, plogram development, audience development and communications <br /> (publications. publicity, etc.). <br />Cabarrus County Parks and Recreation Department programs are open to all Cabarrus County <br />citizens, i need exists for a program of performing arts training and experience for mentally <br />handicapped adults to promote self-esteem and a positive self-concept, improve social skills, <br />and promote public avareness and education regarding the "abilities" of aentally handicapped <br />adults. I qualified instructor ~,ould be hired to provide the necessary leadership and <br />training for dramatic skills, puppet and set construe:ion, and program development and <br />implementation. Information regardin§ the program yell be distributed via ARC and ether <br />tom=unity agencies~ ne~.sreleases, etc. <br /> <br /> 6. P~ogrem Description Please give e brio! description of the p,ogam for which you are requesting <br /> assistance. <br /> <br />This program vould have as tls ultimate goal to create a puppetry troupe of mentally <br />bandicappecl adults from Cabarrus County. Step One ~,ould involve the recruitment <br />facilities, staff~ and ~ate:ials neec~ed to p~ovide thi~ program. Step ?~,o ~ould mean <br />the identification of potential participants for the c~asses and vorksheps. Step Three <br />could mean bringing in a si~iliar (already functioning) group vhich h~s been i~ent~fied to <br />perform far potential participants and their families to help them visualize the ultimate <br />goal. Step Four ~.ould include the provision cf training in puppetry (hey to speak using <br />a puppet~ voice pro~ection an~ clarity~ etc.), construction of puppets and stage~ <br />development af the show itself. <br /> <br /> <br />
