Devamperr Director <br />~4~- Flahcn~r~ary (919) 733-3D55 <br /> September 23, 1991 <br /> <br /> SUBJECT: Family~reservation Services Program Initiative <br /> <br /> Dear County Director of Social Services: <br /> <br /> County departments of social services and the Division of Social <br /> Services have long embraced the philosophy and practice of keeping families <br /> together whenever possible. .There has been further recognition of the need to <br /> prevent out-of-home placement of children through Family Centered Services. <br /> Family Centered Services are provided within the context of the "family <br /> system" and are designed to strengthen and maintain families and prevent <br /> disruption and inappropriate, out-of-home placement. Family preservatinn <br /> services are one component of Family Centered Sci-vices. <br /> <br /> A recent appropriation from the General Assembly has made funds <br /> available that wil~ enable county departments of social services to develop <br /> the capacity to provide famil~ preser~ation services. Grants for up to <br /> $95,000 ~ill be awarded to two prqJect sites for the development of Family <br /> Preservation Services Programs. The grant period will be from ~ovember 1, <br /> 1991 through June 30, 1993. The rate of reimbursement will be IOOZ for the <br /> period of November 1, 1991 through June 30, 1992 and 75I for July 1, 1992 <br /> through June 30, 1993. Training will be made available ~o county departments <br /> of social services that are participating in the project and county depart- <br /> ments that are not participating in the project but 'are implementing Family <br /> Preservation Services <br /> Programs~ <br /> <br /> ~e encourage you to submit a proposal. This is an excellent oppor- <br /> tunity to develop a program that strengthens families and enables them to <br /> remain intact. Proposals must be received by 5:00 p.m. - October 15, 1991. <br /> The review of proposals and selection of counties will be completed by October <br /> 31, 1991. A written agreement will be negotiated with the selected counties <br /> and in place by November 15, 1991.
