I myself do not see a ~esolmion to Concord's lawsuit ~hat does not put ~hings hack to ~he way ~hey were on November 27, 1990. I feel like ~he vo~ers had ~heir say l~t November; and unless it is put on a coun~,-aSde ballot Io give lhe Coun~ and ~pa),ers a chance ~o vo~e on ~he eicon p~oje~, I ca~ol change my position. Remember ~payers' dollars would be building ~his project and ~hey should have a on i~. We may be able to ach/eve pan of what Concord ~amed ~n ~he seulemem dls~ssions if we divorce sewer and waler issues from lhe ai~o~t and any other areas and seu]e ~hem on ~heit oam merii. During the seulemem dismssions, Concord made several counte~ proposals on o~her issues ~hat were dropped early on. II was agreed then lhat ~he Commission would discuss them sepamlely at a laler time. I would propose folloaSng: 1. ~barms Coun~ pays ~o ~he Ci~ of Concord ~he balance of ~ha Coddle C~eek comract. 2. Cabarms Coun~ leases ~he wa~er lines in Wolf Meadow and ~rolando areas for a S1 a year Io Concord and sells them to Concord fo~ S1 after the bond debt is paid off. 3. ~barms Coun~ drops its coumetclaim lo Ihe $1.5 million sewer and walet granl in the ~rrent ]illgal]on and amends lhose conifers lo m~e ~heir defects and unlink ~hem flora Ihe eicon as omi/ned in pre~ous agreemenls. 4. Cabarms agrees lo ~he modifical~ons of recyroml agreements oullincd in ihe selllemem negolialions.
