Box 707 <br /> Concord, NC 28025 <br /> <br /> Dear Carolyn: <br /> <br /> At its meeting in September the Piedmont Area Authority authorized <br /> seek permission from each of our three County Commissions to <br /> to <br /> pursue a substantially equivalent system to the state personnel <br /> system. <br /> <br /> We believe that this would lessen the administrative headaches we <br /> get from the state and would allow us to operate more cost <br /> effectively. The steps for Piedmont to become "substantially <br /> equivalent" are as follows: <br /> <br /> 1. Area Mental Health Board approval - completed 9/10/91 <br /> 2. Seek approval from Union, Cabarrus and Stanly County <br /> Commissions. <br /> 3. Develop personnel system to meet state regulations. <br /> 4. Receive determination from State Personnel Commission <br /> that we are or not "substantially equivalent". <br /> 5. Undergo annual audits from State Personnel. <br /> <br /> I have enclosed a copy of the enabling legislation as well as a <br /> draft resolution for your Board to consider.
