(a) The board of county commissioners of any county mnv establish and maint2in a personnel system for ~11 employees of the county subject'to hs jurisdiction, which system and any substantial changes ;o ~he system, shall be approved by ~he S~ale Personnel Commission as subs~nnfi~lly equivalent to the s;2ndards es;ablished under this Chapter for employees of ~ocal departments of social services, local health departments. 2nd 2rea menial he~hh programs, local emergency mana~emem programs.
