October 16, 1991

TO: Carolyn Cerpenter~ Interim Coungy Ma
FROM: J,_m Cook, Social Serv_ces irq.Qtor.-
SLr~JEC~: Alexande: vs. Flaherty

The Alexander vs. Flaherty lavsuit has been a serious concern for our
agency and all other county departnents of social services. I asd members
of the staf~ at Social Services ~ade a presentation to the Board
Co~iss~oaers on Y~y 6, 1991 relating our concerns. At that c~e,
described the extensive papervork requirements ~ith vhich ye ~ust c~ply
and the State ao~toriug system ~hich g~es counties little chance of
escaping tough f~nancial sanctions, ~e indicated that should ~e fail th~s
yeaz's monitoring, ~e vould have a sanctioo of about ~3,000. (A copy of
the ~itten aaterial ye provided i~ co~ection rich our presentation
*trachea.)

I am very pleased to report that the State monitoring of C~arrus
County fo: this yea: was co,pie:ed on October 10 and that our agen:y passed~
scoring in the highest category of scores. Cabarrus County was in fact the
12th county to score i~ Category I ouc of 78 counties ~onitored to ~ate.

Our staff overcame s~e great obstacles ~: achie~g this. They have
historically been the s~allest staff on a per capita basis in ou~
cea-county area. ~ey have also experienced a 8re,ely increased ~orkload
~th the n~ber of public assSstance c~ses rising about 20 pe:ce~c over the
last year.

I could ncc be more proud of our s~aff of their dedication, hard
and outstandin8 perio~ance.

I would 1ike to bring representatives of the inc~e ~aintena~ce staff
to the Board meetin8 on October 21 fo: recognition of their accomplis~ent.

Please advise ~e.

~ank you.

Depa~men~ oJ ~clal Semites
