3.11 Thoroughfare Overlay Zone (TOZ) <br /> <br />The purpose of the Thoroughfare Overlay Zone (TOZ) is to establish <br />regulations to provide orderly development along US 2g, NC ~g, NC <br />?3, NC 2q-27, and US 801, and the proposed alignment of the <br />Westside Bypass, -s shown on the Kanlacon Thoroughfare Plan/M~,p and <br />the Cabarrus County Thoroughfare Plan, ~ <br /> <br />The orderly development of lend is consistent with the. County's <br />land development plan. It is designed to promote the health and <br />the general welfare of the citizens. The regulations are made with <br />reasonable consideration of, among other things, the character pf <br />the Thoroughfare Overlay District: its peculiar suitability for <br />particular uses, with a view to conserving the value of buildings <br />and encouraging the most appropriate use of land in the district. <br />These thoroughfares commonly establish an image of the quality of <br />life in the county for visitors and residents alike. Preservation <br />of this natural beauty is required to enhance trade, capital <br />investment, tourism and the general welfare. <br /> <br />This regulation will facilitate the adequate provision of <br />transportation by promoting the safe and efficient movement of <br />traffic'and by encouraging development which reduces or eliminates <br />visual cluster, excessive driveway outs and poor site layout. <br /> <br />3.11-2 Establishment of Zone: <br /> <br />The Thoroughfare Overlay Zone (TOZ) shall be superimposed along <br />both sides of the above mentioned and proposed roads which extend <br />the County's planning and zoning jurisdiction. Being an overlay <br />zone, it does not control the permitted or conditional uses therein <br />but provides additional development requirements and standards <br />which are applied within the coverage area. <br /> <br />3.11-3 Site Plan Requirements: <br /> <br />Any of the permitted or conditional land uses allowed in the <br />underlying district(s) shall submit a site plan with the following <br />information included: <br /> <br /> 1. Location and arrangement of automobile parking, access, <br /> and circulation patterns. <br /> <br /> 2.Location and use of existing buildings and accessory <br /> structures. <br /> <br /> Location of existing and proposed signs. Signs shall be <br /> maximum height of five (5) feet and a maximum square <br /> footage of ten (10) feet if they are located within the <br /> buffer yard. <br /> <br /> <br />
