meetings and write up team suggestions. The teams <br />could meet twice a month over a long lunch to brain <br />storm on cost savings ideas. When a team majority <br />agreed on submitting an idea it would be written up and <br />submitted to the Board of Commissioners. Ideas may be <br />submitted for the team's department or any area of <br />county government. <br /> <br />First and second line supervisors within departments <br />would make up their own teams. The department heads <br />under the reorganization would participate as a team in <br />reviewing ideas sent to the board and referred to them <br />for feasibility study and could put together their own <br />ideas as well. <br /> <br />As an incentive, teams that submit a cost savings idea <br />that truly reduces county spending from current <br />operating levels will be rewarded by equally dividing <br />10% of the first $50,000 in savings and 5% of savings <br />over $50,000. Savings are measured over 1~ months and <br />must be actual reductions in measurable costs over that <br />period that would otherwise have been spent if the idea <br />was not implemented. Each supervisor up to the <br />department head will share equally in any incentive a <br />team reporting to them earns. Should two teams <br />independently submit the same idea the teams will share <br />equally in any incentive. The Board of Commissioners <br />will be the final authority in deciding which ideas <br />will be implemented and were incentive will be awarded. <br />Awards will be made at the end of the measurement <br />period. <br /> <br />Ideas can cover anything from changing our purchasing <br />to eliminating little used services. Any suggestions <br />for elimination of personnel will be handled through <br />attrition so as not to discourage the recommendation of <br />cut backs. Any eliminated position would be <br />transferred to other county jobs as they came open <br />before their position was eliminated. <br /> <br />I would like to suggest to the board that we adopt this <br />concept and let the process of forming teams begin. <br />would ask the board to review what I have presented and <br />be prepared to discus any chan~es and adopt a final <br />version at our next regular meetlng. <br /> <br /> <br />
