November ]8, 1991 1~!1!
!
IME~O

i TO: Cabarrus County Boa:d of Co~missioners
FROM: John V. Lentz, Chairma~
Cabarrus County Hoard of'VHealth
I SUBJECT: Appointments to the Hoard of Health

The terms of appointment for Bob Dayvault (pharmacist), John Lentz (public
representative), and Dr. David Mashburn (dentist) expire on December 31,

i1991. Traditionally, the Hoard of Health makes recommendations for these
appointments and, with respect to the professional appointments, our Hoard
and the Hoard of Commissioners have always allowed the professional
organizations to recommend someone from within their ranks.
I Dr. Plashburn is the dentist representative to the Hcard of Health. He is
eligible for reappointment and wishes to be reappointed.
I Mr. Dayvault is the pharmacist representative to the Hoard of Health. He
is not eligible for reappointment and the county's pharmacists have
recommended Ms. Elaine Kimball Porter be appointed as their representative
(application attached).

I, John Lentz, am eligible for reappointment but wish to end my tenure on
I the Hoard of Health as the public's representative. The Hoard reviewed the
applications provided by the county manager's office and recommends Ms.
Dianne M. O'Morrow be appointed Co replace me (her application should be on
file with the county manager).

The Hoard of Health recommends these ~hree individuals for appointment to
the Hoard. We believe that it is important for the professional appoint-
I ments co be satisfactory to the professional We
groups
they
represent.
also believe thac the public members should allow us to comply vtth our
statutor~ mandate to represent all of the population of Cabarrus County.
I In Dr. Masbbux-n and Hs. Porter we have two individuals who represent the
consensus choice of their professional groups. In Hs. O'Moxrow, we have
added a fenale to more broadly represent that under-represented portion of

iour population. Thank you for your coasideration of these reco~endations.

!
I Cebarrm Courtly Public HeAlth Depa~menl
P.O. ~ox 1~ · 715 Ce~a.~
