Septembff 25, i989 For a Period of lSff DaYs to Expire on March 25, 1990; Statutory Authority G.S. 130B-~(a) (5); 150B-13. .0302 COMMUNITIES INTERESTED IN HOSTING FACILITIES (a) The Corranission shall actively seek communlties interested in hosting hazardous waste facilities in accordance with G.S. 130B-I l(a) and the procedures contained in this Rule. (b) The Commission may evaluate other 0xeas while actively seeking communities interested hosting hazardous waste facilities. (c) If a suitable site· is identified in a county which submits a proposal to volunteer to host a baz- ardous waste facility in accordance with G.S. :130B-23, she Commission may cease other efforts to lo- Cate a snitabie site. ; ' . (d) The Comm[ssinh shall suggest that a co~u~ity interested in hosting a hazardous waste facility form a community site Review Commiitee. :' ' . . (e) The Commission shall provide information to co.mmunities interested in hosting a faculty con- . cede: (1) the opportunities for involvement in the site selection process through the Community Site Review Commhte~, and through the local government advisory process; (2) the means available to nfinim, ize risk to ~ealth, safety, and the environment; and (3) the economic benefits available to the host community. (f) A county which wlshis to volunteer, and has taken a vote pursuant to G.S. 130B-23(a), shall notify Ibc Conunlssion in writing. (b) The identification shall be ~ade based on teclmieal siting criteria set out in G.S. 130B-I 1 and 4 NCAC 18.0200, including meteorological factors, and shall use readily available date. (c) The statewide screening process to be used by the Commission is a search of the entire state which will be accomplished by successively eliminating unsuitable areas. The first screening process will ex- elude general areas under the criteria set out at 4 NCAC 18.0202. The Commission will develop other sets of site selection criteria wlfich will be done through the rulemaking procedures set out at G.S. 150B. Poi/owing each set of criteria, another screening process will be initiated to eliminate more unsuitable (d) The second phase ofthe statcwide screening proces's wil/exclude general areas under the criteria set out at 4NCAC 18.0203(1) through (6). Thethird phase of the statewide scseening process will exclude general areas under the cdtcria set out at 4 NCAC 18.0203 (7) through (14). These criteria will eliminate additional unsuitable areas as those set out by the criteria at 4 NCAC 18.0202 and G.S. 130B;I 1.
