I~LICY PURPOSES: To adop~ an off$clal policy ~o establish a set of fees and charges ~hat are ~air and equitable for the use of ~acilities and equipment and the participation in programs sponsored by the Cabarrus County Parks and Recreation Department. This policy, upon adoption by the Cabarrus Board of County Commissioners, shall be applicable to all individuals far the use of facilities and equipment and the participation in programs conducted by the Cabarrus County Parks and Recreation Department until such time as it is altered, modified, or rescinded by the Cabarrus Board of County Co~issioners. IL POLICY: The Cabarrus Board of County Commissioners hereby establishes the following Parks and Recreation Fees and Charges Policy: &. Statement of Need The Parks and Recreation Department has always offered diversified recreational sarvices possible to its citizens, recognizing governments' responsibility 5o provide public recreational facilities and leisure opportunities. Due to the increasingly heavy demand for services, rapid increase in operation and capital costs, and the limited amount of available tax revenues, it has become increasingly difficult to maintain existing levels of service, much less provide new services. Therefore, it is deemed necessary for Cabarrus County to develop a sound and consistent fees and charges policy for Parks and Recreation services that ts both fair and equitable. The underlying goals of such s policy must remain ko provide the broadest recreational services to meet the recreational needs of th~ co~nunity, and to assure equitable delivery of those B. .Department's Philosophy The basic principle of Cabarrus County Parks and Recreation Program is to offer the most efficient and diversified recreation services to ensure all citizens oqual opportuoities as follows: 1. To improve the quality of llfe for each individual through recreation and leisure opportunities. 2. To provide and maintain parks and recreation ~acillties for use by the general public. : "L .~ 3.
