Senate Bill 2
Bri e£tng..Paper

"Local . . . units that participate in the Performance-
based Accountability Program . . . are subject to the
performance standards but not the opportunityStandards
or the staffing ratios of the State Accreditation
Program. The performance Standards in the State
Accreditation Program, modified to re~lect the results
of end-of-course and end-of-grade tests, may serve as
the basis for developing the student performance
indicators adopted by the State Board .... "

The rationalebehind dropping opportunity standards is
the presumption that many of the participating schools will
deviate from those standards in the deployment of staff and
resources. This opens the door to schools experimenting
widely in the use of resources and personnel.

Student performance, not a local unit's compliance with
regulations, wiil be the governing factor in local school
improvement plans. The law is more specific in discussing
these requirements. It states that:

* Local school improvement plans shall set forth the
student performance goals set by the local board of
education and the strategies and plans for attaining
them.

* Goals shall address specific measurable goals for
student performance adopted by the State Board.

* Strategies for attaining local performance goals
shall be based on the plans for each individual
school. The principal of each school and his or
her staff shall develop a plan to address student
performance goals appropriate to the school.

How Will The Process Work?

As with the questions concerning flexibility, there are
several unanswered q~lestions about the process. The State
Board will have to adopt student indicators that can be used
for plans that go beyond those specified in the law, such as
attendance, dropout rates, test sco~es, parent involvement
and post-secondary outcomes. The law appears to intend that:

* The State Board wiI1 establish student indicators
that can be used in school improvement plan goals.

* Local school boards will establish broad goals for
the entire school system.

* Individual schools will develop goals that help to
accomplish broad, system-wide goals and focus on
their needs.

Page 11
