CABARRUS COUNTY FIRST RESPONDER ADVISORY BOARD <br /> <br /> February 14, 1990 <br /> 7:00 p.m. <br /> <br /> The meeting was called to order by Chairman Ben Mabrey to discuss proposed <br /> changes in the First Responder Ordinance. Fifteen (I5) members and five (5) <br /> guests were present. <br /> <br /> The proposed changes discussed and approved were as follows: <br /> <br /> Section 3: No context was changed. Paragraphs were rearranged for continuity. <br /> <br /> Section ~: 3. The last sent*nee was changed to: "The First Responder Advisory <br /> Board will have the final authority on suspension or revocation of an indivi- <br /> dual first responder's certification. The board can make a recommendation to <br /> the Board of County Commissioners for suspension or revocation of n first <br /> responder agency's'certification. <br /> 4. Added to last sentence: Termination of a certification for non-compliance <br /> to rules muse be approved by the Board of County Commissioners. <br /> <br /> Section ~: 2.B. The minimum age of 16 years was not changed, but a sentence <br /> added to clarify that it is at the discretion of the first responder agency. <br /> 2.H. Was added to identify acceptable continuing education guidelines. The <br /> previous statement in H became I, etc. <br /> 2.J. Statement added to allow an EMT whose certification has expired to <br /> revert to First Responder status if continuing education ls current. <br /> <br /> Section 7: 5. No written changes were made in this section as one person had <br /> suggeste~, but it is understood that mutual aid among first respoaders will be <br /> readily available when the need arises. <br /> 6. Add~tion to sentence, ".... uLlless the call iz unfounded, if an <br /> ambulance Is cancelled, the person cancelling must identify him/herself. <br /> 7. Added "A first ~esponder or agency will be allowed to cancel a rescue unit <br /> that has been dispatched as a result of an entrapment or pin-in if the <br /> situation no longer exists. If rescue is cancelled, the person cancelling <br /> must identify him/herself." <br /> <br />S~ction 8: 1. Added the following, "Fir§t responders are limited to basic <br />care. I~ other skills are desired, the persons performing the skills must be <br />certified by the State of N.C. to perform the skills, i.e., EMT, EMT-I, EMT- <br />AI, EUT-P. At this point all skills above basic level requires medical <br />control." <br /> <br />Section i0: Added 5: "When a grievance has been settled by the Emergency <br />'~erviees--~irector, if there is any rebuttal from the 0rga~i~ation or. the <br />persons against whom the complaint Was fiied, that person or organization must <br />go through proper proeedures to get the grievance before'the Advisory Board <br />for their-ruling. The person or organization is not to communicate <br />directly with the organization f~ltn§ the original grievance," <br /> <br /> <br />
