'Senate Bill 2 <br /> Briefing Paper <br /> <br /> "Local . . . units that participate in the Performance- <br /> based Accountability Program . . . are subject to the <br /> performance standards but not the opportunity standards <br /> or the staffing ratios of the state Accreditation <br /> Program. The performance standards in the State <br /> Accreditation Program, modified to re~lect the results <br /> of end-of-course and end-of-grade tests, may serve as <br /> the basis for developing the student performance <br /> indicators adopted by the state Board .... ,, <br /> <br /> The rationale behind dropping opportunity standards is <br /> the presumption that many of the participating schools will <br /> deviate from those standards in the deployment of staff and <br /> resources. This opens the door.to schools experimenting <br /> widely in the use of resources and personnel. <br /> <br /> Student performance, not a local unit's compliance with <br /> regulations,.will be the governing factor in local school <br /> improvement plans. The law is more specific in discussing <br /> these requirements. It states that: <br /> <br /> * Local school improvement plans shall se= forth the <br /> student performance goals set by the local board of <br /> education and the strategies and plans for attaining <br /> them. <br /> <br /> * Goals shall address specific measurable goals for <br /> student performance adopted by the State Board. <br /> <br /> * Strategies for attaining local performance goals <br /> shall be based on the plans for eack individual <br /> school. The principal of each school and his or <br /> her staff shall develop a plan to address student <br /> performance goals appropriate to the school. <br /> <br />How Will The Process Work? <br /> <br /> As with the q~estions concerning flexibility, there are <br />several unanswered questions about the process. The State <br />Boardwill have to adopt student indicators that can be used <br />for plans that go beyond those specified in the law, such as <br />attendance, dropout rates, test scores, parent involvement <br />and post-secondary outcomes. The law appears to intend that: <br /> <br /> The State Board wiI1 establish student indicators <br /> that can bemused in school improvement plan goals. <br /> <br /> * L°cal'school boards will establish broad goals for <br /> the entire school system. <br /> <br /> * Individual schools will develop goals that help to <br /> accomplish broad, system-wide goals and focus on <br /> their needs. ~ <br /> <br /> Page11 <br /> <br /> <br />
