Box 1890 <br /> Wilmington, NC 28402-]890 <br /> <br /> Re: Coddle Creek Reservoir <br /> ~DR Project No. 187-23-18 (D/S)D <br /> <br /> Dear David: <br /> <br /> Enclosed is a copy of a draft Zoning Text Amendment for Cabarrus County which <br /> establishes stream buffers along perennial stream within Cabarrus County. The <br /> amendment is proposed for the purpose of providing additional protection to <br /> water ~esources within the County ~nd habitats along the stream. The effect <br /> of the text amendment will be countywide, except for tire areas that are within <br /> the various municipalities and their extraterritorial zoning jurisdictions. <br /> As time permits, the County intends to pursue requesting the municipalities to <br /> adopt similar restrictions. <br /> <br /> We have since made new estimates for the area that potentially would be <br /> protected with a buffer strip along perennial streams Fifty (50) feet either <br /> side of these streams within the entire county. Item 3 in the text amendment <br /> actually requires wider buffers, but estimating the additional area would be <br /> extremely difficult, so we restricted our estimates to the 50-foot strip <br /> either side of the stream. The total area within the County would be 4200 <br /> acres. We also'estimated the areas that would be within the various <br /> municipalities (and outside County jurisdiction) which totaled 230 acres. <br /> This did not include some of the more recent annexations nor the cities' <br /> extra-territorial jurisdiction. A very conservative estimate of area within <br /> the extra-territorial jurisdiction and additional annexations would be 200 <br /> acres. The Coddle Creek Reservoir Would also inundate approximately 120 acres <br /> of the total leaving a net acreage of approximately 3650 acres that would Fall <br /> under the proposed stream buffer restriction.
