Griffith & Associates, Ltd., is pleased once again to submit this contract to <br />prepare your 1990 cost allocation plan. In accordance with OMB'Circular A-87, each <br />governmental unit must prepare a new cost allocation plan if they choose to claim their <br />overhead costs against Federal and State grants and contracts. DMG is currently preparing <br />cost plans for fifty-seven counties, five cities and five State departments including the State- <br />wide (SWCAP) cost plan. <br /> Many of our clients are using the cost allocation plan as a means to increase or <br /> develop new revenue sources, primarily in the areas of user fees, rental rates, jail fees and <br /> charges to enterprise funds. DMG has recently completed user fee studies in several cities <br /> and counties in North Carolina, Florida and Virginia. Significant revenues are available by <br /> charging full costs for services such as garbage collection and disposal, EMS, planning, <br /> zoning, inspections, environmental health, etc. <br /> DMG is now offering a comprehensive review of solid waste operations to include <br /> analysis of the collection and disposal of refuse and the establishment of tipping or landfill <br /> fees. Our services are geared toward assisting cities and counties in meeting the strict <br /> requirements set forth in Senate Bill 111. With DMG's computerized Solid Waste Model, <br /> we are able to answer the "what ifs" by considering each alternate disposal method, i.e., <br /> <br /> <br />
