April 24, 1990 <br /> <br /> PEIRSON ' <br /> Dr. Leonard Sossamon, City Manager <br /> City of Concord <br /> AND P.o. <br /> WHITMAN Co o , N0 <br /> <br /> Dear Mr. Sossaman: <br /> <br /> It has recently come to my attention, tfl~ough an article in the <br /> ARCHITECTS Kannapolis paper, that there is col~ideration being given to <br /> oonstructing wa~tewater trea~m~_nt facilities in Cabarrus County that <br /> ENGINEERS would serve pertions of both Mecklenburg <br /> my opinion that the City of Concord and Cabarrus County sh~kld oppose <br /> PEANNERS this concept fbr three (3) very significant reasons. <br /> <br /> First, the future pel/~it requirements at the Rocky River Wastewater <br /> Treatment 'Plant could be made significantly more restrictive When <br /> additional discharges, are allowed upstream of the plant on the Rocky <br /> ESTABLISHED t938 River basin. It must be remembered that the Rocky River ~ was <br /> <br /> ' u=v~aup~ in 1972. Since that <br /> =line the regulatory agenCies have switched the permitting process to <br /> basin wide studies and permits are issued acoordingly. We have seen <br /> the results ~f this process with other of our clients who are now <br /> receiving much more restrictive permit levels. Any significant <br /> changes in the permit levels at the Rocky River W~fp will require <br /> m/llions of dollars in expenditures to meet ~ore restrictive pelT~it <br /> levels for which the plant w~s not designed. Further, if the Rocky <br /> River, upstream of the waste~ate~- treatment plant, can be maintained <br /> §540 pollution free this would P~vide another potential soUrce for <br /> .%~UNFORD ROAD potable water within t~he county. We all know that sources of <br /> potential 1-aw water are rare within Cabarrus County and should be <br /> R O. BOX protected if at all possible. In fact, efforts should be kegun to <br /> 52099 reclassify the Rocky River upstream of the waste treatment pl~u]t to <br /> protect it as a potential water supply source. <br /> PHONE <br /> 9~9/782-8300 Finally, northwester~ Cabarrus County ca~ be served by the Dew <br /> station that was recently installed in the vicinity of the ~ay. <br /> FAX This pump station has the capacity to p~ 2.0 MGD and can be upgraded <br /> 949/783.7642 tq higher levels 9/hen needed in the future. <br /> <br /> ~VX In su~mmry, we do not believe that it is'in the best interest of the <br /> 5'1092805i.1 City of Concord or any customer~ served by the Rocky River Wes~ewater <br /> <br />RALEIGH <br />N.C. <br />27642 <br /> <br />U.S.A.
