Nowto,~lanning and Zoning Director <br /> DATE: May 17, 1990 <br /> SUBJECT: Proposed Prison <br /> <br /> On May 15, 1990, the Cabarrus County Planning end Zoning <br /> Duper iment was requested by thc Cabarrus Board ot County <br /> Commissioner's to review the North Carolina Depar tment of <br /> Corrections prel minary proposal to site a 768-bed maximum <br /> secur ty prison for drug trafficking oflenders on State <br /> proper ty ocated off of Old Charlotte Road. [See Location <br /> <br /> The prol~ose~ location is currently situated ow property also <br /> being JSed ~s the home of the Stonewal I Jackson Training <br /> School, a state operated detention tact i ty for troubled <br /> youths. Thc originat site of 227.5 acres was conveyed to <br /> the Sto~ewal I Jackson Manual Training and Industrial School <br /> on 9ecen;ber 17. 1907. Over the nexl twenty-eight (263 <br /> years, the Corporat ion operating the school pulchased a <br /> number of tracts to bring the total acreage to npproximately <br /> 605 acres. The Stonewall Jackson Schoo was Ihe first o! <br /> its k~n¢ n the State of North Carol ~na in that it separate(~ <br /> juvenile offenders from older convicts. The Corporalion <br /> appears to have been a combinnt ~on of local and state <br /> olticlals. Farm ~u Idings, ndustrial training centers, and <br /> dormitories have been added per iod~cal ly 5inca the school's <br /> inception. The present carD tment ncludes one hundred and <br /> fifty (lSD) a tudont~. At the point of this writing, we have not been <br /> able to obtain what departments, staffing, a time table or <br /> any other particulars.
