POE~T OFFICE DRAWER GG o KANNAPOLIS, NORTH CAROLINA 2BOB2-O175
April 9, 1990

Honorable James W. Lentz, Chairman
cab~rrus County Board of Commissioners
Post Office Box 707
concord, North Carolina, 28026

Re: Extraterritorial Jurisdiction

Dear Mr. Lentz:
The city of Kannapolis, since our incorporation in
1984, has been striving toward improvements in the' quality
of life and in developing a pride in the Cabarrus/Rowan
community. Part of our efforts have involved the regulation
and management of land use and land development in and
around Kannapolis- As part of this task, we are seeking to
apply our efforts to those areas immediately surrounding the
City with the knowledge and foresight that as we progress.in
the region, our city will also grow.
Kannapolis is a rapidly changing part of our State and
while we are experiencing this change and the growth
responsibility for this change we believe that it is
important to plan comprehensively. It is with this sense of
comprehensiveness in mind that we hereby request your
consideration of an extraterritorial jurisdiction of one (1)
mile from our current City Limits.
We believe that this limit of jurisdiction will enable
us to comprehensively administer planning, zoning and
housing related codes and ordinances in the best interest of
all who are a part of the Kannapolis community. The General
Statutes presently state that extraterritorial jurisdiction
requires the consent of the county Board of Commissioners.
Furthermore, it is anticipated that the county Board of
Commissioners shall appoint persons residing in the subject
area to serve on the city's Planning Board and Zoning Board
of Adjustments. We anticipate being prepared to implement
these activities this year and respectfully request the
Board to favorably consider this request.

Sincerely,

' Bachm~n S. Brown, ·
Mayor
