3. The City of Kannapolis shall Compensate the County of <br /> Cabarrus for the time, travel and any other eXpenses incurred by <br /> the County's employees in performing services for the City of <br /> Kannapolis. Payments. shall bo made monthly by the City, except <br /> that the initial payment shall be made by the City when funds <br /> become available, bu~ in any event, the initial Payment shall be <br /> made not later than August 1, 1985. <br /> <br /> 4. The Building Inspector,s office of Cabarrus County <br /> shall function as tho Building Inspector,s office for the City <br /> of Kannapolis, and shall issue or withhold building permits, <br /> conduct inspections and shall be clothed with all necessary <br /> authority to enforce violations of any State~ COUnty or city <br /> ordinances or regulations. The same fees shall be charged for <br /> City Permits as are charged for County Permits. These fees shall <br /> be retained by the County and credited agains~ the COmpensation <br /> due the County under paraCraph three above. <br /> <br /> 5. The Zoning Office of Cabarrus County shall function <br /> to issue or withhold Pel~its under the City's Minim~ Los Size <br /> <br />ordinance and Mobile HOme Park ordinance. The Zoning officers <br />shall be clothed with the authority to issue warnings COncerning <br />violations and to proceed with enforcement actions. Decisions <br />of the Zoning Office may be appealed ~o the City Council; decisions <br />of the City.Council may be appealed to the Superior Courc.' Com- <br />parable fees for Zoning permits shall be charged for Minimum Lot <br />and Mobile Home Par~ permits. These fees shall be retained by <br />the County and credited against ~he~ Compensation due the County <br />under paragraph three above. <br /> <br /> <br />
