STAFF ANALYSIS-PETITION 90-08 <br /> <br /> The Petit tenet <br /> is requesting a change from <br /> Agr cul tural-lndustr iai (A-I) to Light Indus ~rial <br /> zen ag. The ntent of the A-I zoning distr icl is to provide <br /> a transition area in which agricultura uses are promoted <br /> until the area is suitable for industrial dave opment. The <br /> analysis et this petition must therefore concentrate on <br /> whether this area s now suitable for industrial <br /> development. <br /> The ,Land Development Guid~ and surrounding lend uses <br /> both indicate that this area would be best developed <br /> ~ndustrially. The L.D.G, indicates that the area surrounding <br /> the Hwy 73/1~85 nterchange is best suited for commercial <br /> and indus~ria development, t is already apparent that this <br /> is taking place from the construction of the new Community <br /> Coll~ge campus as well as the expanding base of <br /> non-res~dentia development in the area. <br /> Infrast-ucture improvements, in addition to the <br /> existing infrastructure, also support lhe transition of this <br /> area The County is current y extending sewer lines into the <br /> area to serve the Community College and the surrounding <br /> area. Added to this IS the exce lent access lo the <br /> inlerstnte system through the interchange with 1-85 and the <br /> connection to 1-77 through Hwy. 73. Water I nas have not <br /> been extended lo Biscayne Drive, although the inns <br /> Currently are in place to the inlercha~ge. <br /> There are some concerns with this rezoning. The request <br />includes only the property proposed for the sign fabrication <br />busine:s while the light industr ia zoning is appropriate <br />for a much ~rger area. The other concern Js that while <br />Biscayne Drive is State maintainee, the road will need <br />~mprovement as development takes place Bet ~ of these <br />issues, however, may be addressed ns the area continues to <br />develop. <br /> The Staff tee s thai the factors affecting the zoning <br />of this properly have changed sufficiently to warrnnt the <br />transition to industrial zoning, and therefore recommends <br />approval of the petition. <br /> <br /> <br />
