Paul Watson
May 2, 1990
Page -3-

Finally, we need to clarify exactly what a.re being
considered.wetlands. I would suggest that we use the
definition of tile U.S. Fishing and Wildlife Service, which
is as follows: Wetlands are lands Iransltional between
terrestrial and aquatic systems over the water table is
usually ~t or near the surlaca whcra the land is covered by
shallow water. For purposes of definition, wetlands must
have One or more of the following three at tributcs: t) at
least periodically, the land supports predominantly
hydrophytes~ 2) the substrata is predominantly undrained
hydric 5oil; and 3) the substrata is nonsoil and is
saturated w~th water or covered by shallow water at some
time during the growing season et each year.

Once we have a batter feel for the type of text
amendment or county ordinance that is needed, this office
will continue the process. I have every intention of
completing this process within a week. Our office will not
however provide limited parcel amendment to appease an
approval process when that ~hn amnndmenl is slrictly
statutorally prol) ibited.

Sincerely,

Gerald A.
