The plan is in. response to comply
with a mandate to present regional findings to the North Carolina General
Assembly in March 1991. The North Carolina Division of Aging has requested
that each county ensure that the contributions of those in local public and
private sectors are reflected in the state plan. Additionally the state has
requested that those at the local level identify "their priorities for the
funding of state supported services and to identify the key issues they see
affecting the well-being of older adults."

Aging Task Force members also feel that this is the origin of a long-term
community action plan for Cabarrus senior adults. Community based care
systems have been evaluated historically in Cabarrus. However, these were
conducted by the area on aging and was limited to participation by a few
senior adults and a limited number of service providers.

The ingredients which are indicative of difference are largely attributed to
the appointment of a special task force, Senior adults, decision makers, and
professionals, (from public and private sectors) met repeatedly to identify
present and future needs of the aging population in Cabarrus County. Agencies
came together. They focused on the needs of the seniors with global
periphery. The private sector offered challenges never before realized by the
human service entities.

Another "difference factor" was the Region F Conference on aging itself held
January 26, 1990. The theme of the conference, "Broadening Visions, Seeking
Diversity and Uniting in Purpose" seemed to be the aura at the local level,
Objectives of the conference theme as stated by the area aging on aging
succinctly follows:

Vision -- We need to have a dream, a mind's picture of the kind of
community and services that will be needed for our future. It is critical
that all of us begin to broaden our vision because what is working now (or
not working) will not necessarily be appropriate for the future.

Diversity -- In many cases the number of older adults-will almost be one
fourth of the population. With this large number of people there will be a
