RESOLUTION <br /> <br /> Kannapolis Chamber of Commerce <br /> <br />Whereas, the Kannapolis Chamber of Commerce has as its primary <br /> mission to enhance the economic development of our area, <br /> to ensure a favorable climate for business growth and to <br /> encourage a better quality of life' for all citizens and <br /> represents over 500 business members dedicated to this <br /> purpose; and <br /> <br />Whereas, the Cabarrus County Commissioners and municipal leaders <br /> within Cabarrus County have joined hands to finance and <br /> support an active industrial recruitment program through <br /> the Greater Cabarrus County Economic Development <br /> Corporation and have made industrial diversification and <br /> expansion a top priority for the future; and <br /> <br />Whereas, the best method of insuring that the tax rate of our <br /> county remains as low as possible, thereby decreasing <br /> the tax burden on every individual citizen, is to bring <br /> in new industry of the highest quality to ensure <br /> expansion of the tax base and to provide quality jobs <br /> and a bright future for our citizens; and <br /> <br />Whereas, the Cabarrus County Commissioners have entered a <br /> contract with a private tax auditing corporation, in <br /> good faith, to audit the tax statements of businesses in <br /> Cabarrus County; and <br /> <br />Whereas, the contracted payment for the service of the private <br /> auditing firm is 35% of all new taxable revenues that is <br /> believed to be found thereby creating the climate for <br /> adversarial relationships resulting in hostile <br /> discussion and controversial interpretation of tax law <br /> with the business community and has instilled a policy <br /> that will force the business community into lengthy and <br /> expensive litigation to prove the integrity of their tax <br /> position; and <br /> <br />Whereas, this philosophy is the beginning of a business practice <br /> that will eventually spread from large industry to every <br /> small business and alienate the essential trust <br /> relationship between business and government that is <br /> imperative for future growth; and <br /> <br /> <br />
