Eades, Personnel Officer <br /> <br /> SUBJECT: Employment of a part-time Animal Control Officer II <br /> <br /> The Health Department's Animal Control Office has budgeted a <br />part-time Animal Control officer II position at salary grade 61 step 0 <br />or $8.26 per hour. This position is responsible for the animal <br />shelter for 4 hours each Saturday, Sunday and each holiday. We have <br />been recruiting for this position since November 1, 1989 and were able <br />to fill the position on July 13, 1990. <br /> <br /> During the time between our initial recruitment efforts and the <br />time we were able to fill the position, the State of North Carolina <br />made all Animal Control offices subject to the State Personnel Act. <br />As part of its study efforts, the State requested copies of our job <br />descriptions for positions in the Animal Control Office. We heard no <br />response from the State concerning our job descriptions, so we <br />continued to recruit for the position based our minimum <br />qualifications. However, after we filled the position, we were <br />notified by the State that our applicant did not meet the minimum <br />qualifications for the position. It was at this time the State <br />forwarded to us the minimum qualifications for this position, which <br />differed from our minimum qualifications. <br /> <br /> Because our applicant does not meet the minimum standards set <br />forth by the State, we are placing the applicant in a work-against <br />situation. Our applicant will be placed in an Animal Shelter <br />Attendant position, at salary grade 56, while working towards gaining <br />the necessary experience to qualify for the Animal Control Officer II <br />position (which requires 2 years of law enforcement experience, <br />including one year as an Animal Control Officer). <br /> <br /> We are requesting permission to pay this applicant $8.26 per <br />hour, which is step 5 of salary grade 56. This is necessary because <br />of the difficulty we have experienced in filling this position due to <br />the hours of work required (Saturdays, Sundays, and holidays), the <br />required two years of law enforcement experience, and the low starting <br />salary for the Animal Shelter Attendant position ($6.47/hour). The <br />rate of $8.26 per hour is the hourly rate budgeted for this position <br />for fiscal year 1990-91, however, our Personnel Ordinance requires <br />Board approval for any hire over step 3.
