STATE OF NORTH CAROLINA
DEPARTMENT OF TRANSPORTATION
P. O. BOX 25201
RALE]GH 27611-$201

JAMES G. MARTIN THOMAS J. HARRELSON
GOVERNOR June 26, 1990 SECRETARY

Mr. William W. Fitzhugh
8531 High Ridge Lane
Concord, North Carolina 28025

Dear Mr. Fitzhugh:

By now, you should have received my response to your earlier letter. I am
aware of your long-standing opposition to this project and I can appreciate
your concerns over the pending possible development of an airport at Poplar
Tent.

We rely on publicly-owned airports to provide the backbone of our airport
system. Out of the many airports that exist in North Carolina, 76 of these
facilities are publicly~owned and represent the key facilities of state and
federal interest. We do not fund private airports nor do we believe that
state and federal funds should be placed in private facilities.

We do, however, support private airports and are supportive of Mr. Wallace's
airport. There are several hundred privately-owned airports in North Carolina
that play important supportive roles in our state airport system. We have no
objection to private enterprise providing an airport in the extreme south-
eastern portion of Cabarrus County. Please be aware, however, that presently
expanding public facilities in-Stanly and Union Counties reduce potential for
a publicly-owned airport at this location.

The county presently supports moving ahead with the Poplar Tent site subject
-go an appropriate environmental finding. The site's key location ~ill provide
rapid access to Charlotte and will support the development that is inevitable
on Cabarrus County's major transportation corridor.
