intravenous line in place may only be transported as a non- <br />emergency patient if the intravenous line is discontinued while <br />ambulance service is being provided (i.e. no intravenous infusion <br />at any time while ambulance service is being provided), or if the <br />patient is being transported by an entity providing service as <br />described in Section 2(c) or Section 6.2. <br /> <br />S~CTION 2. FRAI{CHISE R]3~UII~ED: <br /> <br /> No person either as owner, agent or otherwise, shall <br />furnish, operate, conduct, maintain, advertise or otherwise be <br />engaged in or profess to be engaged in the business or service of <br />the transportation of either non-emergency or emergency patients <br />for calls originating within Cabarrus County unless he is in <br />compliance with all the requirements set forth herein and has <br />been granted a franchise for the operation of such business or <br />service by the County pursuant to this ordinance. <br /> <br /> Provided, however, that no franchise shall be required for <br />any entity: <br /> <br /> (a) that is rendering assistance to Cabarrus County E.M.S. <br /> in the event of a major catastrophe or other exigent <br /> situation when requested by, and acting under the <br /> operational control of, Cabarrus County E.M.S. for the <br /> duration of such catastrophe or situation; or <br /> <br /> (b) that transports patients who are picked up beyond the <br /> limits of Cabarrus County for transportation to <br /> locations within Cabarrus County, but no such entity <br /> shall pick up patients within Cabarrus County unless it <br /> is rendering assistance to Cabarrus County E.M.S. as <br /> provided for is Section 15 of this ordinance, or is <br /> providing return transportation of an out-of-county <br /> resident; or <br /> <br /> (c) that is owned, operated, employed or hired by, or under <br /> the service of a hospital or hospital authority to <br /> transport such hospital's or hospital authority's non- <br /> emergency patients to, from or between medical <br /> facilities providing, however, that such service shall <br /> comply with all State rules and regulations governing <br /> either Category I or Category II (non-emergency) <br /> ambulance providers. <br /> <br /> (d) that is a Category IV air ambulance provider, in <br /> compliance with all State rules and regulations <br /> governing Category IV air ambulances providing, <br /> however, that such air ambulance shall not provide <br /> <br /> <br />
