BOX 707 <br /> Concord, NC 28025 <br /> <br /> Re: Coddle Creek Reservoir <br /> HDR Project ~o. ]87-25-]8 (O/$)D <br /> <br /> Dear Hike: <br /> <br /> As we discussed in our telephone conversation yesterday, we are recommending, <br /> for a number of reasons, that we postpone the date for opening bids for the <br /> Coddle Creek Project. <br /> <br /> During a final review of the plans, we realized that ther~ was a portion of <br /> the bid documents that might tend to confuse the contractors during <br /> preparation of their bids. We felt it was better to revise the documents to <br /> clarify the issue prior to release for bidding rather than through an <br /> addendum. Therefore, the plans were not available to the prospective bidders <br /> as early as was originally anticipated when the bid date was set. <br /> <br /> Due to the complex nature of the proposed project, we have received numerous <br /> requests from prospective bidders that the b(d date be postponed. Additional <br /> time will allow the bidders to refine their bids and should result in a more <br /> competitively priced project. <br /> <br /> In addition, as you are aware, the project is also being advertised in the <br /> Ennineerinq ~ews-Record {ENR) magazine in order to reach a wider base of <br /> qualified bidders. This advertisement is scheduled to appear in this weeks <br /> issue which becomes available on Thursday, August 30, ]990. The scheduled bid <br /> date of September 20, ]990 will not allow sufficient time for the prospective <br /> bidders who learned of the project through ENR to adequately prepare their <br /> bids. As a consequence, we may negate the benefits of advertising the project <br /> through ENR. <br /> <br /> Finally, based on conversations with several contractors, apparently a large <br /> number of significant projects are scheduled for SeptEmber. This situation <br />· could result in contractors having less time to prepare bids for Coddle Creek. <br /> <br /> We therefore recon~End that the bid date be postponed until October 11, 1990 <br /> and also that the contractors tour of the site (originally scheduled for <br /> September 5, IggO) be rescheduled for September ]9, 1990. We believe that <br /> reschEduling the bid date will help to keep project costs down. <br /> <br /> <br />
