August 30, 1990 I~~--~

~r. Mike Ruffin
County ~anager
Cabarrus County
P. O. BOX 707
Concord, NC 28025

Re: Coddle Creek Reservoir
HDR Project ~o. ]87-25-]8 (O/$)D

Dear Hike:

As we discussed in our telephone conversation yesterday, we are recommending,
for a number of reasons, that we postpone the date for opening bids for the
Coddle Creek Project.

During a final review of the plans, we realized that ther~ was a portion of
the bid documents that might tend to confuse the contractors during
preparation of their bids. We felt it was better to revise the documents to
clarify the issue prior to release for bidding rather than through an
addendum. Therefore, the plans were not available to the prospective bidders
as early as was originally anticipated when the bid date was set.

Due to the complex nature of the proposed project, we have received numerous
requests from prospective bidders that the b(d date be postponed. Additional
time will allow the bidders to refine their bids and should result in a more
competitively priced project.

In addition, as you are aware, the project is also being advertised in the
Ennineerinq ~ews-Record {ENR) magazine in order to reach a wider base of
qualified bidders. This advertisement is scheduled to appear in this weeks
issue which becomes available on Thursday, August 30, ]990. The scheduled bid
date of September 20, ]990 will not allow sufficient time for the prospective
bidders who learned of the project through ENR to adequately prepare their
bids. As a consequence, we may negate the benefits of advertising the project
through ENR.

Finally, based on conversations with several contractors, apparently a large
number of significant projects are scheduled for SeptEmber. This situation
· could result in contractors having less time to prepare bids for Coddle Creek.

We therefore recon~End that the bid date be postponed until October 11, 1990
and also that the contractors tour of the site (originally scheduled for
September 5, IggO) be rescheduled for September ]9, 1990. We believe that
reschEduling the bid date will help to keep project costs down.
