DMG has <br />identified the annual cost of CPU operations based on FY 91 budgeted expenditures at <br />$617.649 (page 10 of our report). <br /> <br /> These ar, numerous billing algorithms in both the public and prlvat¢ sector which <br />capture data on system resource utilization. Some rates combine all phases and resource <br />usage into a combined single-rate b[lling. Others {solute specific aspects of cost and gener- <br />ate multiple billings for resource usage (e.g., separate charges for connect time, memory <br />storage, central processor usage, em). The methodologies vazy widely, but all of them have <br />a common bottom line intent which is to effect a proration of total costs to specific users <br />based on actual collective sy.qcm utilization. Actual use will be a relatively small fraction of <br />maximum available use considering the number of available hours of operation factored by <br />3,600 seconds per hour, <br /> <br /> For example, the State Computer Center which operates 24 hours daily presently <br />charges S15.30 per minute of CPU, translating to $.25.5 per second. As you know, the large <br />volume of usage demand upon the state computer ~nter results in a much higher percent of <br />available resources actually being utilized than would occur in a county MIS operation <br />which dramatically affects rates. As you also know, it is common for county MIS operations <br />to charge a rate in the arcs of $.50 pet CPU second. <br /> <br /> <br />
