COMPONENT FIVE <br /> ACTION PLAN IMPLEMENI~ATION <br /> <br /> WooIoert Consullants <br /> <br /> A. WoolpeIt Consultants will organize and participate in a fifth work-in-progress m~eting <br /> with the Project Team to discuss the action plan implcmantation of the Master Plan. <br /> <br /> B. Woolpert Consultants will formulat~ an Action Plan to meet the unmet recreational needs <br /> of Cabarrus County. The Action Plan will address unmet needs as pertaining to (a) <br /> outdoor recreation program facilities, (b) public open space and park areas and (c) indoor <br /> recreation facilities. <br /> <br /> C. Woolpert Consultants will develop a priority sch~:lule of the Action Plan for land <br /> acquisition, construction of capital improvements and renovation of existing facilities to <br /> include a five year plan with a fifteen year phasing program, broken down into 5 year <br /> intervals. This schedule will include costs estimates. <br /> <br /> The first draft of the priority schedule should be based upon Woolpert Consulhants' <br /> recommendations, the Parks and Recreation Advisory Commission's recommendations <br /> and the public input. <br /> <br />D. Woolpert Consultants will provide recommendations concerning methods of financing the <br /> proposed areas and facilities, including viable funding options, grants, dedication of land, <br /> impact fees, etc. Recommendations will also be included for administration and staffing <br /> requirements and proposed operating budgets. <br /> <br />E. Woolpert Consultants will include supporting maps~ graphs, and charts to illusirate data <br /> as needed in the Plan document and at the public meetings. Typical development <br /> sketches (not site sp~ific) for proposed recreational facilities will be provided. <br /> <br />F. Woo]pert Consultants will provide preliminary Master Plan reports to each Project Team <br /> member. <br /> <br />G. Woolpert Consultants vail attend a public hearing to present the Master Plan and to <br /> discuss implementation of the Action Plan. This hearing will be conducted by the <br /> Cabarrus County Board of Commission. <br /> <br />H. Wool~ert Consultants sill provide a reproducible copy of the final Master Plan. <br /> <br />Piirks and Recreation Advisory Commissio~ <br /> <br />A. Parks and Recreation Advisory Commission will participate in the fifth Project Team <br /> work-in-progress meeting. <br /> <br /> <br />
