This document describe~ a broad <br />work/ng a~=~n~nt between the ~oard of O0unty (Dan~issic~ers an~ the <br />Division of ]~nd_vommental Management which will most effecti~ly protect <br />and enhance the c~] ity of water in F~-~Lklenburg County. ~nis goal will be <br />accomplished by establishing the basic functions to be perfoz~ed by the <br />mc?rd /n general terms. The ~ecific n~thods, ~rocedures and protocols of <br />each duty %rill then be described in the annual ~rk plan to ~e negotiated <br />.between the Depa~_nt of En~tal Mealth and the Division of <br />~viror~ental Manag~_nt after the ~o~ral appro%~al of the M~orandu~ of <br />~t. This is the san~ ~pe of situation as ~.e now have with the <br />Envir=~nental Protection Agency, the State of Noz~h Carolina and <br />Mecklenburg County in relation to the Air Pollution Control Program. <br /> <br />~he general ~ontent of the Me~oran~m of Ag~e~ent will allow Mecklenburg <br />County to act more aut]~ritatively m nc~ major sources of potential and <br />existing rater pollution. As stated in the Draft FDA, the State will <br />retain sole authority for issuing NPDES Permits and for direct enforc~Tent <br />actions including civil penalties <br /> <br /> <br />
